Harikrishnan Hariharan ee2d6658cb Add DataItemObserver interface in SystemStatus
Add DataItemObserver interface in SystemStatus so
that clients can subscribe dataitem events from
SystemStatus. Also moving DateItem and its observer,
subscription classes into HAL

Simplify DataItem class implementation.
