Bhavna Sharma	39526894cf	AGPS Init must complete in one message call ... If AGPS initialization is split across multiple messages on the msgTask, it causes other other commands to seep in before the initialization can complete. To avoid this the initialization must be completed in one message. Also includes some cleanup on AGPS initializations.
