926d20ad77 gps: moving agps/ni/xtra/time features out of afw 
Moving these features out of afw allows these
features to still work on platforms that do not
allow changes to afw and it also gives us more
control.

ade0338d23 moved most of the GPS HAL back to aosp 
This part of the HAL compiles without the need for
additional dependency
