This change will enable logdump daemon only for
userdebug non-perf builds. On other builds, it will
be disabled by default.

oem-services is required in order for the APSS to wait for modem
shutdown during device shutdown. The path to this jar file will
now be added to BOOTCLASSPATH which will allow the frameworks to
call into it
