Set IPA low/med/high bandwidth mbps threshold to higher number
in ini cfg for sdm845 target to achieve higher throughput.

When the parameter is set to this value and voice packets are
detected in uplink or downlink data traffic, the QPower inactivity
timeout is reset to the default QPower-disabled value (200 ms).
This means that QPower power saving is not be triggered until
after 200ms of inactivity (EAPOL and ARP packets are excluded from
the check).

Ini config values TxPower2g and TxPower5g are not
getting used anymore.
Remove TxPower2g and TxPower5g from WCNSS_qcom_cfg.ini
for all the targets.

- Disable the feature in production builds.

* softap now expects hostapd configs in /data/vendor/wifi/hostapd
during hotspot turn on, qsap_sdk copies these configs to
/data/vendor/wifi/hostapd/

Add 'wowlan_triggers=magic_pkt' to wpa_supplicant_overlay.conf. With
this, wpa_supplicant will tell the linux kernel that the wifi driver
is wowlan capable, and will wakeup the host when a magic packet is
received. Most importantly, the kernel will no longer disconnect wifi
connections before suspending wifi.

QCOM's driver can support a max of 512 scan results. Ensure that
wpa_supplicant is in sync with that number.
