SAP:update SENSOR_CONTROL_MODE configuration
set SENSOR_CONTROL_MODE to MODEM_DEFAULT to make INS use its default setting. remove SENSOR_PROVIDER and SENSOR_USAGE. Change-Id: I99d48d4600a6bca8e64ae0d1ff065af762888b2e CRs-Fixed: 2285242
