Rename the device manifest file.

Browse source 
Rename the device manifest(vintf.xml) to manifest.xml and move
away from building device manifest through PRODUCT_COPY_FILES.
(It will be built through another change using the build
variable - DEVICE_MANIFEST_FILE)
