Integrating AGPS call flow with LocNetIface

Using LocNetIface AGPS capability in case client
doesn't provide status callback to setup data call.
Also adding below APN and IP Type config parameters
to gps.conf :
INTERNET_APN
INTERNET_IP_TYPE
SUPL_APN
SUPL_IP_TYPE
